[Ministry of Industry and Information Technology and Six Other Departments: Guide Platform Enterprises to Strengthen Innovation Layouts in General AI Models, Industry-Specific AI Models, and Intelligent Agents] According to a report by Jinse Finance, on June 18, the Ministry of Industry and Information Technology (MIIT) and six other departments jointly issued the 'Action Plan for Promoting Collaborative Development of Large, Medium, and Small Enterprises in the Platform Economy (2026–2028).' The plan mentions guiding platform enterprises to strengthen innovation layouts in areas such as general AI models, industry-specific AI models, and intelligent agents. It aims to accelerate breakthroughs in the research and development of key frontier technologies and products, including high-end chips, next-generation operating systems, and next-generation intelligent terminals, and to promote the validation, application, and adoption of new technologies and products. The plan supports platform enterprises and small and medium-sized enterprises (SMEs) in conducting collaborative innovation, jointly applying for and undertaking major national science and technology projects and key national R&D programs in partnership with universities and research institutes, and engaging in joint efforts to tackle critical technologies. It encourages platform enterprises to 'issue challenges' and SMEs to 'take on challenges,' guiding SMEs to focus deeply on specialized technical fields. Additionally, the plan promotes the establishment of innovation investment growth mechanisms by platform enterprises, benchmarking against internationally leading companies, and enhancing their capacity to ensure investment in foundational, original, and disruptive technologies.
