This is also what I mentioned in my pinned tweet about why compliance is the most important fourth point when exchanges deal with US stocks. Only by being compliant can you avoid liquidity issues. Exchanges are just a front-end display; in reality, compliant exchanges will connect to the NYSE or Nasdaq to achieve unified liquidity.
