White House crypto policy advisor Patrick Witt believes: The 'Clear Act' could potentially pass before July 4. 'We are doing a lot of work behind the scenes.' However, 60 votes are needed to pass. Currently, Republicans hold 53 seats in the Senate (Democrats + Independents hold 47 seats). The bill has already passed the Senate Banking Committee with a bipartisan vote of 15-9 (including support from 2 Democrats), but that's far from enough for the full Senate. To reach 60 votes, Republicans would need at least 7 Democrats to cross party lines and support the bill (53 + 7 = 60). As of now, there are very few publicly supportive Democrats, leaving a significant gap. Additionally, there are contentious points like stablecoin yields, ethical clauses (restrictions on officials holding crypto), banking lobby pressures, and competition from other major bills that require compromises.
