Here’s a way to understand what a bill is or isn’t - regardless of whether it’s at the state or federal level: WHATEVER THEY NAME THE BILL - THE OPPOSITE IS THE INTENT AND RESULT. Just like the “Inflation Reduction Act” - increased inflation - the MA state legislature’s “Transparency Bill” - hides corruption and avoids transparency.
