The article states that this migration will be carried out in phases: first, through a registry fork allowing validators to pre-register post-quantum public keys, followed by several forks to officially switch the signature mechanism. The proposed solution focuses on hash-based XMSS signatures, with public keys only 52 bytes in size, but individual signatures around 3112 bytes.
