Specific blocking criteria include: subnets that have burned 100% of miner emissions over the long term with no plans for activation by the team, subnets engaging in self-mining through staking weight, subnets that are dead or abandoned, and subnets with minimal on-chain activity that exploited the TaoFlow vulnerability (e.g., Subnet 104). The related on-chain operations will go live on June 2. These measures are temporary arrangements, and future emission allocation will be achieved in a more organic manner through protocol upgrades such as Conviction and Shorting, as well as decentralized governance systems.
