When we fix a roof, the roof is there. You can go and measure it. You can see it. The building materials used for the roofing programme had to be imported or transported from warehouses in Kingston and delivered across affected communities. This involved a major logistics operation carried out with the support of the Jamaica Defence Force, ODPEM, truck drivers, and several agencies working day and night. The materials had to be transported, stored, managed, and secured before they could reach families in need. While the Auditor General identified an administrative accounting issue relating to the signing process for materials entering storage, the report did not state that materials were stolen. The issue arose because deliveries often arrived late at night to avoid traffic congestion. The JDF operates 24 hours, while ODPEM operates during regular working hours, so there were occasions where only JDF personnel were available to sign for deliveries. Every roof restored represents a family receiving real support and a home being rebuilt with accountability and care.
