I totally agree with what Brother Tiezhu said. The main reason for China's strict currency controls is still the relationship between the RMB and the USD. The RMB is less competitive compared to the USD, and there are still some instability factors in mainland China. If they fully open up, the CNY exchange rate probably won't hold.
