If you replace the word homeless with junkie (aka addict), you can understand clearly what is happening. A junkie will do anything to get their next fix... It's tragically out of their control. California did something magical for junkies: they provided a base level of sustenance from the $800+ payment and provided tons of food/services, WHILE they distributed the most powerful and cheap meth and fentanyl in the country by not enforcing any laws. The cost of fentanyl is directly correlated with law enforcement. If you arrest drug dealers, the price goes up and consumption goes down. If you don't arrest fentanyl dealers, the price goes WAY DOWN and consumption goes WAY UP.(@jason)
