Governor Tim Walz of Minnesota, USA, has signed a virtual currency custody bill, allowing state-chartered banks and credit unions to offer crypto asset custody services starting August 1. The bill requires customer digital assets to be stored separately from the institution's own assets and mandates that institutions submit a risk management and cybersecurity plan to the state commerce commissioner 60 days prior to engaging in related activities. At the same time, Minnesota will also implement a full ban on crypto ATMs and kiosks starting August 1, citing their widespread use in scams targeting groups like the elderly.
