The review of the Clarity Act has begun. The probability of the bill passing is high. Before entering the committee for item by item review, there were actually over 100 amendments. How come this is a doomed bill, and no one would put in so many amendments. The rules still need to go through 60 votes in the Senate, text coordination between the two houses, and signature by the President.
