Gustavo Petro proposed involving the Wayúu, the largest indigenous community in the region, in shared ownership of the project, believing this move would significantly boost development in the Caribbean area. Currently, approximately 75% of Colombia's electricity comes from renewable resources, and the plan aims to emulate Paraguay's model of attracting miners with affordable clean energy. As U.S. miners shift toward AI computing, Colombia hopes to fill the global computing power gap by offering idle electricity.
