[BlackRock Urges the OCC to Abandon the Idea of Tokenized Reserve Limits in a Comment Letter] According to a report by Jinse Finance, on May 3, BlackRock submitted a comment letter to the Office of the Comptroller of the Currency (OCC) on Friday, opposing several proposed reserve asset restrictions outlined in the agency's draft rules for implementing the GENIUS Act. The document submitted by BlackRock focuses on rules related to Permitted Payment Stablecoin Issuers (PPSI), entities federally chartered to issue stablecoins under the law signed by President Trump last July. The most pointed request is this: BlackRock urges the OCC not to impose quantitative limits on tokenized reserve assets, as the agency had proposed a possible cap of 20%. BlackRock stated that such restrictions are "irrelevant" to the OCC's objectives and argued that risk conditions depend on credit quality, duration, and liquidity, "not on whether the assets are held or transferred on a distributed ledger.
