Minister Floyd Green stated that the National Reconstruction and Resilience Authority (NaRRA) will operate under Jamaica’s accountability framework, with oversight from the Auditor General and clear reporting and audit requirements to ensure transparency.
Minister Green noted that while there may be differing views on its structure, the focus must remain on delivering timely and effective reconstruction following Hurricane Melissa.
NaRRA has the authority to act quickly, including fast-tracking approvals and making key decisions on rebuilding and land use.
Referencing the 2011 Christchurch earthquake in New Zealand, Minister highlighted a similar centralized recovery model that delivered results within a short timeframe.
We need to move forward without delay so reconstruction can begin and communities can see real progress.(Andrew Holness)
