At the event, Niu Yibing, Deputy Director of the Cyberspace Administration of China (CAC), stated that the rapid development of new artificial intelligence technologies is profoundly changing content production, dissemination methods, and interaction patterns in cyberspace, while also presenting new challenges for the construction of cyber civilization in this era. Niu Yibing pointed out that the development of artificial intelligence provides new technological support and implementation pathways for high-quality content production, innovation in online dissemination, and the cultivation of civilized trends. However, it also brings a series of new issues, situations, and challenges, such as identifying false information, protecting personal information, and ensuring ethical safety in AI applications. These require strengthened regulation, guidance, and effective responses alongside development efforts. Since the beginning of this year, the CAC has focused on new technologies and applications in artificial intelligence, continuously enhancing institutional provisions. In collaboration with relevant departments, it has introduced the "Interim Measures for the Management of Anthropomorphic Interactive AI Services" and has publicly solicited opinions from society on the "Management Measures for Digital Virtual Human Information Services.
