The city of Chicago is functionally bankrupt. Pension expenses and debt payments are crowding out funding of basic services that government is supposed to accomplish.
Chicago, the nation’s third-largest city, is facing a budget gap of more than $1 billion with about 40% of the budget going toward debt service and pension costs.
