I held a special coordination call with all regions, joined by the Prime Minister of Ukraine and government officials, to discuss preparations for the next heating season – above all from the security perspective. Targeted Resilience Plans have been approved for all our regions, cities, and communities. These are concrete documents that define which facilities require priority restoration, where additional protection must be provided, and what tasks cities and communities must carry out to ensure guaranteed heat and electricity supplies for people in winter, regardless of any threats. The deadline for implementing the Resilience Plans for all cities and communities is September 1 of this year. Accordingly, there is a strict schedule for concluding contracts and carrying out the necessary works, which must be implemented by all regional and local authorities. Unfortunately, as of today, not all regions are working at the level required to protect people. Today, we discussed in detail the situation in the regions that are falling behind schedule. Particular attention was given to the Donetsk, Chernihiv, Poltava, Kirovohrad regions, as well as Zaporizhzhia, Kherson, Lviv regions, and the city of Kyiv. There is clearly a failure to appreciate in the capital that next winter adequate reserve sources of electricity and heat must be ensured for all districts of the city, bar none. In the Lviv region, there are issues concerning several energy facilities, and regional and government authorities need to clearly define who is responsible for the timely delivery of the state task. I instructed the Commander of the Air Force of the Armed Forces of Ukraine, together with the Minister of Defense of Ukraine, to work with the leadership of Kherson, Zaporizhzhia, Chernihiv, and Kharkiv regions on additional provision of interceptors and training of crews – our warriors must have sufficient quantity and quality of means to respond to all types of “shaheds.” The Government of Ukraine is ready to assist regions that need support and whose requests are well‑founded. A separate list of tasks is being carried out by the Agency for Restoration.
