The latest report by Human Rights Watch suggests that the Sudanese Armed Forces, under Abdel Fattah al-Burhan, are implementing a structured pattern of detentions in areas retaken from the Rapid Support Forces.
Civilians are reportedly targeted based on geography, ethnicity, or suspicion of collaboration—often without formal charges or access to legal representation.
If this is meant to restore order, it risks instead institutionalizing fear as a governing tool.
