Let me address the concerns about how the National Reconstruction and Resilience Authority ( NaRRA) Bill will be governed. This model we are using is not new. It’s called the executive agency model, and it’s already used by agencies like the Jamaica Customs Agency and the National Works Agency. The main confusion is between an advisory board and a governing board. An advisory board gives guidance, but it does not run the agency or hold it accountable. Under this system, the CEO reports directly to the minister. This creates clear responsibility, so we know exactly who is accountable for results. We are making government work more efficiently and deliver better for our people.(Andrew Holness)
