**[U.S. to Launch Tariff Refund Next Week]** Golden Finance reports that on the 14th, U.S. Customs and Border Protection (CBP) announced it has nearly completed the first phase of development for a new functionality in its customs declaration system to enable large-scale refunds to importers. The related tariff refund process will begin on the 20th. In a statement submitted to the U.S. Court of International Trade, CBP officials stated that the agency is developing a new module for the customs declaration system, with the first phase of development essentially completed and undergoing testing. CBP officials noted that refunds will be issued to importers or their designated parties via electronic payment. As of the 9th, more than 56,000 importers or their designated parties have completed the process to receive electronic payments. Of the tariffs paid under the U.S. International Emergency Economic Powers Act, approximately 82% of declarations are expected to be eligible for refunds via electronic payment, involving an estimated $127 billion. On February 20, the U.S. Supreme Court issued a ruling stating that the U.S. International Emergency Economic Powers Act does not authorize the president to impose large-scale tariffs. On March 4, a judge from the U.S. Court of International Trade ruled that CBP must not rely on the International Emergency Economic Powers Act to impose tariffs during customs clearance. This means that tariffs previously imposed under this act must be refunded. On March 6, CBP submitted a statement to the U.S. Court of International Trade, indicating that due to limitations in technology, processes, and human resources, it is currently unable to refund tariffs as directed by the court. As of early March, over 330,000 importers had submitted more than 53 million customs declarations and prepaid or paid tariff duties under the International Emergency Economic Powers Act, involving approximately $166 billion in funds. *(Xinhua International Headlines)*
