Circuit on Saturday. In a 2-1 decision, the appellate court panel stayed the enforcement of Judge Richard Leon’s previous order to halt construction. This judge, appointed by George W. Bush, had ruled in March that the project could not proceed because the U.S. government had not obtained congressional authorization.
