Otherwise, the legislative process may be delayed until after 2030. Lummis wrote: 'This is our last chance to pass this bill before 2030 at the earliest. We cannot afford to jeopardize the future of American finance.' The industry is currently concerned that, with the midterm elections approaching in November, Congress may shift its legislative focus, causing the window for this highly anticipated bill to narrow rapidly within the year. Former White House AI and cryptocurrency affairs lead David Sacks expressed his support, urging the Senate Banking Committee and the full Senate to expedite market structure legislation. He believes the bill will ultimately be signed by Trump. The 'CLARITY Act' aims to delineate the jurisdictional boundaries of various regulatory agencies over crypto assets, and the industry widely believes this will unleash U.S. crypto innovation and boost retail investor demand. Chris Dixon, managing partner at a16z Crypto, stated that once the rules are clarified, 'both consumers and entrepreneurs will win.' Coinbase CEO Brian Armstrong, after withdrawing support for an earlier version of the bill months ago, reversed his stance last Friday, stating that the time for legislation has arrived. Coinbase Chief Legal Officer Paul Grewal revealed that the bill may soon enter the revision and review stage in the Senate Banking Committee, though disagreements over stablecoin yield remain a key obstacle. U.S. SEC Chairman Paul Atkins also urged Congress to promptly send a comprehensive market structure bill to Trump's desk.
