5 Senators were reportedly in the Senate chamber at 2:19am ET earlier this morning when the Senate passed the DHS funding bill without ICE funding included by unanimous consent. All 100 Senators were reportedly informed of this unanimous consent agreement before its passage and none objected on the floor.(Craig Caplan)
