The Opposition has raised concerns about capital expenditure and the structure of government ministries, but the facts tell a different story. Over the last four budgets, the Ministry of Economic Growth and Infrastructure Development has consistently delivered, averaging over 97% utilisation of its capital allocation. The real challenges we face are systemic, lengthy approvals, procurement delays, and limited contractor capacity. These are the very bottlenecks we are actively addressing to unlock faster growth and greater national development. Despite it all, Jamaica has experienced one of its most sustained periods of infrastructure expansion and economic stability in decades, including 20 consecutive quarters of growth before the global disruption of COVID-19. We acknowledge that growth must be higher. But context matters. Consistency matters. And Jamaica is no longer defined by stop-start progress, we are building a resilient, stable economy with a strong foundation for the future.(Andrew Holness)
