House yesterday passed a Senate bill unanimously by voice vote to help Holocaust survivors and their families recover their confiscated artwork by Nazis. No member asked for a recorded vote. Today, the House will vote on another Senate bill (S. 3971) to reauthorize funding for small business research programs for 5 years, which Rep.
