U.S. stocks closed on Tuesday with the Dow Jones Industrial Average preliminarily down 0.07%, the S&P 500 Index down 0.2%, and the Nasdaq slightly up. The Nasdaq Golden Dragon China Index closed up nearly 2%, while NIO Inc. (NIO.N) surged 15%.
