The order mandates the establishment of a task force within the National Coordination Center to coordinate federal efforts in detecting, combating, and deterring cybercrime activities by foreign transnational criminal organizations. The order also requires the Attorney General to submit recommendations within 90 days for establishing a victim recovery program aimed at compensating victims of cyber fraud using funds recovered, confiscated, or seized from criminal organizations. On the international front, the order directs the Secretary of State to engage with countries that tolerate such criminal activities and consider measures such as restricting foreign aid, targeted sanctions, visa restrictions, trade penalties, and expelling involved foreign officials.
