The draft outline of the 15th Five-Year Plan sets GDP growth to remain within a reasonable range, with specific annual targets proposed based on circumstances. This target is expressed using a standardized formulation, implying quantitative requirements. It aligns with the goal proposed by the Central Committee of maintaining economic growth within a reasonable range and is consistent with the expression in the 14th Five-Year Plan outline.
