[U.S. Proposes New Chip Export Framework: Buying Chips May Require Investment in the U.S.] According to a report by Jinse Finance, a document reveals that U.S. officials are discussing the establishment of a new regulatory framework for the export of artificial intelligence chips. They are considering requiring foreign countries to invest in U.S. artificial intelligence data centers or provide security guarantees when obtaining large-scale chip export licenses. The U.S. is contemplating categorizing countries seeking American AI chips into four tiers, where acquiring more than 200,000 U.S. AI chips may necessitate investment in U.S. AI data centers or enhanced security measures. These rules have not yet been finalized and are subject to change. This marks the first attempt to regulate the supply of AI chips to U.S. allies and partners since the Trump administration revoked the previous administration's 'AI Diffusion Rules.'
