OpenAI officially announced its partnership with the U.S. Department of Defense (DoD). Sam Altman’s statement is packed with information: 1️⃣ Deep tech involvement The models will be directly deployed on the DoD’s classified network, with on-site support from OpenAI engineers (FDE). 2️⃣ Setting 'red lines' Two non-negotiable principles were emphasized: No large-scale domestic surveillance. Humans must remain ultimately responsible for the use of force (including autonomous weapons). 3️⃣ 'Moral high ground' Calling on the entire industry to adopt the same terms, attempting to frame this collaboration as 'a safer path to de-escalation.' Chinese translation: Tonight, we reached an agreement with the Department of War to deploy our models on their classified network. Throughout all our interactions, the Department of War has demonstrated a deep respect for safety and a willingness to collaborate to achieve the best outcomes. The safety of artificial intelligence and the broad distribution of its benefits are central to our mission. Our two most important safety principles are prohibiting large-scale domestic surveillance and ensuring that humans remain responsible for the use of force (including autonomous weapon systems). The Department of War agreed to these principles and has reflected them in laws and policies, which we have also incorporated into our agreement. We will also establish technical safeguards to ensure our models operate as intended, which is something the Department of War is keen to see. We will deploy FDEs (Forward Deployed Engineers) to assist in managing our models, and to ensure their safety, we will only deploy them on cloud-based networks. We are urging the Department of War to offer the same terms to all AI companies, as we believe everyone should be willing to accept these terms. We have expressed a strong desire to see de-escalation, shifting from legal and governmental actions to reaching reasonable agreements. We will continue to do everything we can to serve all of humanity. This world is a complex, chaotic, and sometimes even dangerous place.
