Q: In the early morning of February 24, 2026 Eastern Time, the US Customs has stopped imposing tariffs under the International Emergency Economic Powers Act and imposed import surcharges on all trading partners in accordance with Section 122 of the 1974 Trade Act, based on relevant US announcements. May I ask if the Chinese side has any comments on the above? Will corresponding measures be taken? Answer: We have noticed the relevant situation. In early February and early April 2025, the United States imposed a 10% so-called fentanyl tariff and a 34% equivalent tariff on Chinese goods in accordance with the International Emergency Economic Powers Act. Among them, the 24% equivalent tariff has been suspended, and the actual tariff level imposed on China is 20%. According to the ruling of the US Supreme Court's tariff lawsuit and relevant administrative orders and announcements of the US government, the US has stopped imposing the above-mentioned tariffs, but at the same time, a 10% import surcharge has been imposed based on Article 122. The Chinese side has also noted that the US has stated on multiple occasions that it will use investigations such as 301 and 232 to impose tariffs. China is closely monitoring and will comprehensively evaluate the relevant measures taken by the United States. Subsequently, it will decide to adjust the countermeasures against the original fentanyl tariffs and equivalent tariffs imposed by the United States as appropriate. China reserves the right to take all necessary measures and resolutely defend its legitimate rights and interests. China has always opposed all forms of unilateral tariff measures and urged the United States to cancel and no longer impose relevant unilateral tariffs. Practice has repeatedly proven that cooperation between China and the United States benefits both sides, while confrontation harms both. China is willing to engage in frank consultations with the United States in the upcoming 6th round of China US economic and trade consultations.
