According to Bloomberg's report, since Trump implemented the new tariff policies, nearly 90% of the tariff economic burden has been borne by American businesses and consumers. Tariffs have not been primarily absorbed by exporters but have instead been passed on through higher import prices, end prices, or squeezed corporate profits, ultimately falling on the U.S. domestic market. In the first 8 months of 2025, about 94% of the tariff costs were passed on to American businesses and consumers. By November, the pass-through rate was still as high as 86%. Moreover, the higher tariff costs have accelerated the shift of supply chains from China to countries like Mexico and Vietnam.
