According to FT, the EU has proposed a complete ban on crypto asset transactions related to Russia to prevent it from using crypto assets to evade sanctions. This includes prohibiting transactions with any crypto asset service providers or platforms established in Russia. The EU also plans to invoke anti-circumvention powers for the first time, restricting certain trade with Kyrgyzstan, citing its use for reselling restricted goods to Russia. The draft also proposes new sanctions on about 20 banks, a ban on digital ruble transactions, and tighter restrictions on services for Russian oil transport vessels. The proposal requires unanimous agreement from member states, and some countries have currently expressed reservations.
