The Horne Smelter in Quebec, Canada's only copper smelter and the largest processor of metals from electronic scrap in North America, will shutdown in 2027. Glencore said it was prepared to invest $1 billion CAD ($730 million) over five years, including $300 million CAD for emissions reduction. However Quebec won’t promise stable regulations going forward. It makes no sense to upgrade the smelter if the govt keeps changing the requirements. Glencore is halting all investments related to emissions reduction at its Horne smelter. It will shutdown in March 2027 when new regulations take effect.
