It’s simply not worth it for L2s to go for Stage 2. For most applications and users, other factors are more important, and for the few to whom it’s really important, L1 is the better choice anyway. However, L1 has significant network effects in the form of liquidity and integrations. If L2s can benefit from that, it will create natural economic alignment across this “economic zone” that L1 and all participating L2s would build.
