Due to the slower than expected progress of L2 entering Phase 2 and the expansion of L1 itself, it is expected that gas restrictions will increase significantly by 2026. This means that L2's original vision as a "branded shard" for Ethereum is no longer applicable and requires a new path. Vitalik Buterin pointed out that L1 no longer requires L2 as a brand shard, and L2 is unable or unwilling to meet the attributes required for true brand shards. He suggested that L2 should identify value-added points beyond "expansion", such as privacy, efficiency of specific applications, extreme levels of expansion, non-financial application design, ultra-low latency, and built-in oracle. If dealing with ETH or other Ethereum assets, L2 should reach at least Stage 1 and support maximum interoperability with Ethereum. In addition, Vitalik Buterin stated that in the past few months he has become more convinced of the value of native Rollup precompilation, especially with the ZK-EVM proof required to extend L1. This precompilation will make EVM verification feasible without a security committee. He believes that research should be conducted on how to design the precompilation so that it can validate the EVM part when L2 includes "EVM and other content". This will make it easy to achieve secure, powerful, and trustless interoperability with Ethereum, and enable synchronous composability.
