In my address to the Latin America and Caribbean Economic Forum, I shared a message of hope and hard work. We have moved from a “governance of panic” to a governance of preparation. Just three months ago, Hurricane Melissa tested us with Category 5 strength. In the past, a storm like this would have crippled us for a decade, just like the 2008 crisis did. But because we have spent years being disciplined, reducing our debt, and building up our financial “buffers,” we are bouncing back faster than ever. We are proving that when you plan for the worst, you can achieve the best. Despite the storm, our economy remains stable, our debt is falling, and our path to growth is clear.
