Two of the sources revealed that this escalatory move has been driven by individuals within the administration critical of the Cuban government and has received support from Secretary of State Rubio. A decision has not yet been made on whether to approve this measure, but they added that it could be included in a package of options presented to Trump aimed at forcing the Cuban government to step down. The move to block crude oil shipments to Cuba would go further than Trump’s statement last week, when he said the U.S. would prevent Cuba from importing oil from Venezuela, which has long been Cuba’s primary crude oil supplier.
