Italy was left off of the list for tariffs.
Trump probably wants something in the middle. He always asks for something outrageous at first, then he settles for less. In the process, he shifts the negotiations dramatically into a direction where he wants to go. That is the Art of the Deal.
Trump is dividing Europe.
8 countries are on the list for tariffs, 2/3 of the European countries were not included.
Those countries are more likely to remain quiet and support negotiations to find a compromise with the USA.
The European Union is unable to take much action without unanimous support. Most of European leaders don't think Greenland is worth actually having a trade war. They might make some public statements of general support, but they are all urging Denmark to find a solution.
Trump likely wants Europe to pay for their own defense. He wants the USA to be reimbursed for the $100 billion per year it costs us to defend Europe. So he starts by demanding Greenland, and he will settle for $100 billion per year to cover defense expenses of the USA being in Europe.(Wall Street Mav)
