Part of the reason he does this is he cannot detain without arrest.
Title 8, §1357 defines his authority.
For a US citizen on a non-immigration matter he CANNOT detain, compel or investigate.
He has one specific power to arrest for a crime he has witnessed.
To do that he MUST verbally command her under arrest - which he doesn’t do.
Had he done that he can then compel her out of the vehicle for the arrest.
But without an arrest he does NOT have that authority.
He is an immigration officer with power that is MUCH more tightly scoped than regular federal officers.
Because of that they often record licenses plates to refer to local police to deal with.
The VERY fact he did this, *proves* he knew the protocol when he gave unlawful commands.(Adam Cochran (adamscochran.eth))
