Wang Changlin, Deputy Director of the National Development and Reform Commission, stated that over 100 billion yuan from ultra-long-term special government bonds, central budgetary investments, and other funds has been allocated to support key Yangtze River protection projects, including water ecological restoration of major rivers and lakes, treatment of urban black and odorous water bodies, and energy conservation and carbon reduction in key industries and sectors. An implementation plan has been issued to further promote the construction of horizontal ecological protection compensation mechanisms for major rivers, specifying the establishment of a unified horizontal ecological protection compensation mechanism for the main stream of the Yangtze River.
