The biggest scam in government, both state and federal, is to have their family members start an NGO or "non-profit", then use their position to direct millions (or billions) of $$$ to them, then their friends and family profit. The money is not audited. They are no deliverables. They sometimes spend a token amount of money for show, to pretend they are doing something useful, but the bulk of the taxpayer funding goes to salaries and lifestyle.
