The launch of the AI Manhattan Project and its significance and impact. Yesterday, the US Department of Energy teamed up with 24 giants including OpenAI and Google to launch the national AI "Genesis Plan", marking the official collaboration between Silicon Valley and the White House to promote AI development. This is also one of the main reasons for the significant rise in AI yesterday. The participants include almost all American tech giants such as Microsoft, Google, NVIDIA, OpenAI, DeepMind, Anthropic, etc! These 24 technology companies participating in the AI Genesis project also form the national team of AI in the United States.
Afterwards, the AI models and computing platforms of the United States will be fully applied for the first time in major scientific research such as controllable nuclear fusion, energy material discovery, climate simulation, quantum computing algorithms, etc. This marks a national strategic adjustment of the United States in the field of science and technology - from individual efforts to systematic collective research and development.
1. Why is the US Department of Energy promoting the AI Genesis Initiative?
Because the US Department of Energy is actually the strongest research department of the US government, managing 17 national laboratories, including Los Alamos National Laboratory, Lawrence Berkeley National Laboratory, Argonne National Laboratory, and Oak Ridge National Laboratory.
The resources of these laboratories:
Having the world's top tier supercomputers;
Having research data that cannot be publicly marketed has enormous strategic value;
Undertaking a large number of non-commercial but strategic research tasks: nuclear fusion simulation, nuclear material aging models, national level climate change prediction, high-energy particle physics
2. What is the AI Genesis Plan going to do?
The Department of Energy will create a closed-loop artificial intelligence experimental platform that integrates American supercomputers and data assets, generates scientific foundation models, and provides power for the robotics laboratory. The core of the plan is to build the 'American Science and Security Platform', which will integrate three key resources:
1) World class computing power: Integrate supercomputers from 17 national laboratories under the Department of Energy, such as the Frontier system at Oak Ridge National Laboratory, and collaborate with companies such as NVIDIA and AMD to deploy next-generation AI supercomputer clusters.
2) Unique data resources: Open access to massive scientific datasets accumulated by the US government over decades, covering fields such as nuclear physics, materials science, biomedical science, etc. These high-quality and rigorously validated data are regarded as the 'gold mine' for training scientific AI models.
3) Automated experimental facilities: Connect robot laboratories and advanced manufacturing facilities capable of executing "AI instructions" to achieve automatic validation and production from digital models to physical experiments.
What the US government needs to do is to turn AI into the default tool for scientific research, unify national laboratories, supercomputers, and data assets into one AI platform, and introduce the most advanced AI capabilities into the public research system, rather than just staying within enterprises.
3. What role do tech giants play in the Genesis project?
1) Firstly, computing power comes first. NVIDIA, as the core integrator, will leverage the Blackwell cluster and unified platform to promote the landing of 7 new supercomputers in national laboratories;
AMD and CoreWeave have respectively built a multi-level computing power moat from two dimensions: high-performance chips and 250000 GPU elastic computing power;
Cerebras and Groq focus on ultimate optimization for specialized scenarios.
2) Next is the support of cloud and infrastructure.
Giants are no longer just providing space, but deeply involved in energy and architecture.
Microsoft and Google deeply integrate their own TPU and AI frameworks into the research process;
At the same time, Amazon, Microsoft, and Google provide cloud platform computing power;
Oracle is expected to assist in building high-performance computing systems;
On the hardware integration side, Dell, Huawei Technologies, and IBM ensure the robustness of the physical base;
PLTR builds a secure governance operating system at the data level;
3) Finally, there is the empowerment of the model layer.
OpenAI, Anthropic, and xAI, the three major model giants, gather to develop "scientific research agents";
Accenture supports the industrial transformation of scientific research achievements and builds a closed loop of industry, academia, research and application.
4. Meaning and Impact
The competition in AI has officially upgraded from industrial competition to comprehensive national strength competition between countries. The launch of the "Genesis Plan" means that both China and the United States currently regard AI as the key to enhancing their own industrial and technological competitive advantages, indicating that the "tool" and "private" attributes of AI are shifting towards "industry" and "country" attributes. This means that the development of AI in the future will move from a disorderly state in the past to a stage dominated by national power.
Previously, the United States has signed Technology Prosperity Deals with the United Kingdom, Japan, and South Korea, which specifically include cooperation in areas such as US artificial intelligence exports, AI standards, AI applications, research security, 6G, biotechnology supply chains, and quantum innovation, with the aim of integrating these countries into the US digital economy system.
Both China and the United States tend to build their own AI systems in the global AI competition, which means that there will likely be two sets of AI systems competing in the future, one led by the United States and the other led by China.
