He has also been ordered to pay approximately $789,000 in restitution, forfeit $1.5 million, and surrender his California property. Mendoza was a key promoter for IcomTech and, since 2018, led fraudulent activities targeting Spanish-speaking working-class communities, promising false investment returns. He also assisted in multiple similar scams. IcomTech collapsed in 2019, with victims spread across the United States. The founder, Carmona, and former CEO, Ochoa, were both sentenced in 2024.
