For decades, Jamaica has faced a structural challenge in land ownership. For generations, families have lived and worked on land without legal certainty. Without a title, Jamaicans are limited in their ability to access credit, pass land to their children, resolve disputes, or fully participate in the formal economy. Unregistered land also constrains national productivity and the government’s ability to plan infrastructure and guide safe development. My administration introduced the Systematic Land Registration Programme to address this challenge through house-to-house adjudication, surveying, and a strengthened legal framework. As at December 1, 2025, the National Land Agency has issued 9,577 titles under the programme, nearly 6,000 of them in St. Elizabeth, with hundreds more delivered across communities.(Andrew Holness)
