Qiu Shi magazine published an important article by General Secretary Xi Jinping titled "Expanding Domestic Demand is a Strategic Action"
According to Xinhua News Agency, the 24th issue of "Qiushi" magazine published on December 16th will feature an important article by Xi Jinping, General Secretary of the Communist Party of China Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, titled "Expanding Domestic Demand is a Strategic Move". This is an excerpt from General Secretary Xi Jinping's important statements from October 2015 to October 2025. The article points out that expanding domestic demand is not only related to economic stability, but also to economic security. It is not a stopgap measure, but a strategic move. Implementing the strategy of expanding domestic demand is necessary to maintain the long-term sustainable and healthy development of China's economy, as well as to meet the growing needs of the people for a better life. We need to accelerate the filling of domestic demand, especially the consumption gap, so that domestic demand becomes the driving force and stable anchor for economic growth.
The article emphasizes that the advantage of a major economy is its internal recyclability. We must firmly grasp the strategic basis of expanding domestic demand, so that production, distribution, circulation, and consumption rely more on the domestic market to achieve a virtuous cycle. Expanding domestic demand and opening up are not contradictory. The smoother the domestic circulation, the more it can form a gravitational field on global resource factors, and the more conducive it is to building a new development pattern with the domestic circulation as the mainstay and the domestic and international circulations mutually promoting each other. It is also more conducive to forming new advantages for participating in international competition and cooperation. We need to organically combine the strategy of expanding domestic demand with the deepening of supply side structural reform, and work together and coordinate both supply and demand to form a higher-level dynamic balance where demand drives supply and supply creates demand.
The article points out that insufficient aggregate demand is a prominent contradiction facing the current economic operation. We must resolutely implement the strategic plan for expanding domestic demand, form a complete domestic demand system as soon as possible, and focus on expanding consumption demand supported by income, investment demand with reasonable returns, and financial demand constrained by principal and debt. Consumption is an important engine for China's economic growth. The fundamental way to expand consumption is to promote employment, improve social security, optimize income distribution structure, expand the middle-income group, and solidly promote common prosperity. We need to establish and improve a long-term mechanism for expanding residents' consumption, so that residents have stable income to consume, have no worries about their future, dare to consume, and enjoy a favorable consumption environment with a strong sense of gain and willingness to consume. We need to improve and expand investment mechanisms, expand effective investment space, moderately advance the construction of new infrastructure, expand investment in high-tech industries and strategic emerging industries, and continue to stimulate the vitality of private investment. We must continue to deepen the supply side structural reform, promote technological and institutional innovation, break through supply constraints, bottlenecks, and vulnerabilities, enhance the competitiveness and security of the industrial and supply chains, and adapt to existing demand with independent, controllable, and high-quality supply to create and lead new demand. We must adhere to the close integration of benefiting people's livelihoods and promoting consumption, investing in goods and investing in people, and resolutely eliminate the bottlenecks that hinder the construction of a unified national market.
