The EU expands shared culture, influence and economy, and a joint defense pact. All the things Russia *claims* to hate about NATO. The difference is Article 42(7) of the Treaty on European Union is NOT an integrated obligation, doesn't include the US and doesn't apply to disputed territories in question prior to EU ascension.
