Bear markets are downtrends.
Downtrends are lower lows and lower highs.
By definition, downtrends don't mean "down only".
They MUST have rallies to produce lower highs.
We call those periods "mean reversions" or "counter trend rallies".
If that rally gets above the moving averages, then there's a strong possibility that the downtrend is over.
But until then... it's bear market price action.

And I don't let my personal biases or my long-term bullishness on Bitcoin detract from the OBJECTIVE data.
Get above the MAs and I'll flip bullish.
That level for me, right now, is right at $101k.
It could be a bit lower in a few weeks.
It's that simple.
