All funds raised for disaster response are managed under Jamaica’s fiscal and financial rules.
Whether funds are placed in the Consolidated Fund or the Disaster Risk Fund determines how they can be used. Funds in the Consolidated Fund are at the Government’s discretion, while those in the Disaster Risk Fund are restricted to specific disaster-related purposes, unless a donor or lender specifies otherwise, which has rarely occurred.
In terms of relief spending, we have so far utilized what we had in contingency budgets and the Disaster Risk Fund itself. In other words, the Government has been using Jamaica’s own resources first, as these are immediately available and fully accounted for. Additional funds continue to come in, and we are monitoring the inflows closely.
I will ensure that the next time I speak publicly, I provide a full and detailed accounting of all funds received, allocated, and spent, so that Jamaicans have full transparency regarding our disaster response and reconstruction financing.(Andrew Holness)
