Hybrid warfare is already here - and Europe must respond with unity and resolve.
Since 2016, NATO has made clear that hybrid attacks may trigger Article 5 - a commitment confirmed at the Vilnius Summit .
To significantly enhance Europe’s resilience, we need a 7-step plan:
1️⃣ Implement The Hague decision to allocate 1.5% of GDP to resilience - protecting cyber, borders and critical infrastructure, including counter-drone capabilities.
2️⃣ Stop using technologies from untrustworthy suppliers - resilience begins with strategic security of supply.
3️⃣ Integrate civil and military planning and conduct regular joint exercises.
4️⃣ Take firm action against Russia’s shadow fleet in the Baltic Sea.
5️⃣ Build practical regional cooperation on borders, cybersecurity, counterterrorism, and illegal migration.
6️⃣ Protect energy infrastructure - Ukraine shows how fast it can be disabled.
7️⃣ Strengthen EU-NATO cooperation and boost defence innovation across Europe.
Europe must make hybrid aggression costly and ineffective.
